The Health Over Profit for Everyone campaign (HOPE) supports Section 203 (d) of HR 676, the Expanded and Improved Medicare for All Act, which states, “Favoring Non-Institutional care – All efforts shall be made under this Act to provide long-term care in a home- or community-based setting, as opposed to institutional care.” 
 
HOPE supports the Disability Integration Act of 2017 (DIA, S910, HR2472) as an interim step toward assuring the civil right of seniors and people with disabilities to choose to live in the community rather than in institutions, and to have the supports necessary for doing so. Ultimately, after passage and implementation of HR 676, both Medicaid and all private insurance will be replaced by national improved Medicare for all, which will be responsible for providing the funds for and assuring implementation of community based care.

The Disability Integration Act (S.910, H.R.2472), introduced by Senator Schumer (D-NY), is federal legislation intended to ensure that people with disabilities can live in the community rather than be forced into nursing facilities and other institutions. This ground-breaking civil rights legislation requires public entities and Long Term Service and Supports insurance providers to change their policies, provide community-based services first, and offer HCBS to people currently in institutions.
